While most ultraviolet light is invisible to the human eye, 395nm is right on the edge of the visible spectrum, so you'll see some of its output. This visible light is normal and doesn't mean the strip is broken. The main effect, however, is the invisible UV-A light that actually makes fluorescent materials pop.

Go with 395nm for general use like finding pet urine. Most organic fluids fluoresce brightly enough under 395nm light, and these strips are more cost-effective. A 365nm strip will make them fluoresce even more intensely with higher contrast because it emits less visible violet light, but for most household tasks, 395nm is perfectly fine and gets the job done.
